Disposition Authorities for Individual Classifications for Headquarters Case Files. Part B: Classification 159. Labor-Management Reporting and Disclosure Act of 1959.

This classification was established following passage of the Labor Management Reporting and Disclosure Act of 1959. Investigative jurisdiction is shared with the Department of Labor which is responsible for the reporting and disclosure provisions of the act. Major areas of Bureau responsibility include investigation of embezzlement of union funds, employer payment of fines imposed upon unions, prohibition of felons holding positions as union officials, and any picketing activity for extortionate purposes. All Department of Labor requests for FBI investigations must be sent through the Criminal Division of the Department of Justice. All Field Office investigations in this classificaiton must be reported to FBI Headquarters.

The FBI established this classification when it assumed responsibility for ascertaining the protection capabilities and weaknesses of defense plants. Each plant survey was a separate case file, with the survey, supplemental surveys, and all communications dealing with a plant insofar as plant protection was concerned, filed together.
